COMPUTERISATION OF LAND RECORDS

      Land Records Computerisation in the Districts is a Centrally sponsored scheme which is 100 % financed by Govt. Of India. In the state of Orissa, the project has been sanctioned for all the 30 districts. State Govt. has constituted a state level steering committee to monitor implementation of the Land Records Computersation Project in the state with Member BOR as chairman and Revenue Secretary, DLR&S, SIO of NIC , Orissa etc. as members. The Director Land Records & Survey is the state level implementation authority of the project. NIC is the technical consultant to the state Govt. for implementation of the LRC project. The responsibilities of NIC are selection of computer h/w, s/w development, testing and training for the implementation of the LRC project. NIC has set up NIC-LR Computer Centre at Board of Revenue, Cuttack for coordination with DLR&S in project implementation .

      All the Tahsils of Orissa will have a computer cell to implement LRC project. Gajapati District has 7 tahsils, out of which the three mother tahsils (Paralakhemundi, R.Udayagiri, and Mohana) ) have been computerised.

LRC project has been implemented in R.Udayagiri Tahsil and functioning with full swing. R.Udayagiri Tahsil has earned the glory of 1st Tahsil of Orissa to be computerized. The Computer Centre has been inaugurate by the then Collector Sri Rabi Mahapatra and  attended by Director, Land Records, Cuttack on 15th August 1998. The Centre has become the 1st Tahsil in Orissa to have complete implementation of Land Records Computerisation Project. The data entry of all the Khatiyans  (R.O.Rs) have been  done with close supervision of NIC people working in the Boardof Revenue,  Cuttack.  Hence forth the Certified copy of R.O.Rs, Mutationpatta, Residence/Nativity   Certificate,   Income    Certificate,   Caste Certificate  of the Tahsil are issued by the computer after searching for the particular  R.O.R of the applicant in the data base.  The R.O.Rs,Certificates  will be printed in 'Oriya' language.  The s/w "Bhulekh" has been developed  using Visual Basic at front end and SQL Server 7.0 at back end. The reports such as RORs, Mutation, Residential Certifaicate, Caste Certificate, Solvency Certficate etc. are prepared by Computer some in pre-printed Oriya formats and some in English.

      The work for implementation of LRC project in Mohana Tahsil is going on in full swing. It will be implemented very soon .
