District Child Protection Unit is established under Integrated Child Protection Scheme (ICPS) which is a Centrally Sponsored Scheme of the Ministry of Woman and Child Development, Government of India, Implemented in partnership with the state Govt and Civil Society Organisation (CSO). ICPS aims to establish a system that will efficiently and effectively protect children, based on the cardinal principles of “Protection of Child Rights “ and the “Best Interest of the Child”
District Child Protection Unit, Gajapati Introduction District Child Protection Unit is established under Integrated Child Protection Scheme (ICPS) which is a Centrally Sponsored Scheme of the Ministry of Woman and Child Development, Government of India, Implemented in partnership with the state Govt and Civil Society Organisation (CSO). ICPS aims to establish a system that will efficiently and effectively protect children, based on the cardinal principles of “Protection of Child Rights “ and the “Best Interest of the Child” Objectives To institutionalize essential services and strengthen structures. To enhance capacities at all systems and person involved in service delivery. To create database and knowledge base for child protection services. To strengthen child protection at family and community level. To coordinate and network with government institutions and non-government institutions to ensure effective implementation of the scheme. To raise public awareness about child rights, child vulnerability and child protection services. Target Groups Child in need of Care and protection (CNCP) Child in Conflict with Law (CCL) This scheme is functioning since 2013 in Gajapati district. According to national survey there are 80,000 children’s rights are violating by the different child related issues. District Child Protection Unit is functioning under the leadership of Collector as well as by the support of Child Welfare Committee, Juvenile Justice Board, Special Juvenile Police Unit and CHILDLINE. As we know that in Gajapati district Child Trafficking rate is very high due to illiteracy, poverty, unemployment and children are neglecting by their parents. As a result brokers are getting opportunity for trafficking these children to other State for the purpose of maid servant, child labour, prostitution, illegal act etc., by giving some money to their parents. So the District Child Protection Unit has identified 18 sensitive Gram Panchayats regarding Trafficking and organising many awareness and preventive programmes in these areas under the direct supervision of Collector. As a result we have not only rescued many children while Child Trafficking, Child Marriage, Child Labour, Child sexual abuse but also prosecution have been taken against accused. Then we have provided education, care & skill development training to rescued children for bringing them to the mainstream of the Society. Role of DCPU Ensure setting up of District, Block and Village level Child Protection Committees for effective implementation of programs, as well as discharge of its functions. Support implementation of family based non-institutional services including sponsorship, foster care, Adoption and after care. Organize quarterly meeting with all stakeholders at district level including Child Welfare Committee (CWC), Juvenile Justice Board (JJB), Special Juvenile Police Unit (SJPU), Childline Services, Special Adoption Agency (SAA) and NGOs to review the progress and achievement of child protection activities. Supervise and monitor all institutions/agencies providing residential facilities to children in district. Vulnerable mapping Create awareness at different community level regarding child rights. The DCPU shall coordinate and implement all child rights & protection activities at district level. Provide training to all stake holders. Coordinating and monitoring to all statutory body and service delivered structure.
